This rendering shows the entire scepter with the base, from this perspective it's hard to tell that the laser is over 6'2" tall. The height helps to keep the laser output above peoples eyes. The shroud that is just below the laser output is actually taller than the output point, so even someone that is 6'2" tall will not see the "hot spot". The laser output is always angled up as well.
